MEF Circular 11/2013 : Survey on Attributes and Competencies of Fresh Graduates to be Employed by The Private Sector
1.
Please be informed that the Government has appointed four Working Task Forces on Graduate Employability (GE). The Task Forces are:-

a.
Task Force Committee on Planning of Supply and Demand of Graduates in the Public Sector by Public Service Department;

b.
Task Force Committee on Supply and Demand of Graduates in the Private Sector by the Ministry of Human Resources;

c.
Task Force Committee on Planning and Coordination on GE Programme by Economic Planning Unit; and

d.
Task Force Committee on Monitoring Outcome of GE Programme by Ministry of Education Malaysia


2.
The Ministry of Human Resources seeks MEF assistance to compile the statistics on attributes and competencies of fresh graduates required to by the private sector.


3.
To facilitate the study, the Task Force has selected 22 sectors (list attached) that will receive priority policy and investment focus. These sectors are expected to make substantial contributions to Malaysia’s economic performance and create job opportunities, half of which will require diploma or vocational qualifications. These sectors are selected because they are significant engines of future growth in the Malaysian economy and they are expected to contribute to the GNI in 2020 and will help Malaysia to achieve high income status. The following are the list of selected sectors.

To facilitate your task of filling the questionnaire, MEF will use an example of industry cluster in Appendix 1 such as Creative Multimedia. It will show job grouping, job description, education, description of the job, including industry experience, industry certification and salary range.

MEF will also show an example of technical skills competency based on the scale 1 to 5 in Appendix II.


7.
Appendix lll will show the soft skills competency based on the scale of 1 to 5.


8.
Appendix IV is the statistical format to be filled in based on your company industry cluster.


9.
Kindly indicate in Appendix V, the number of fresh graduates your company is going to employ for the next three years (2014 – 2016) and other relevant details as stipulated in the questionnaire.


10.
The appendices shown are merely examples and you may adjust according to your company’s requirements.
